Concealment holsters are meant to keep weapons hidden while a person is carrying them. The most common type of concealment holster goes around the shoulders, but it can also be attached to the ankle, thigh or groin area. Every state, except Vermont and Alaska, requires private citizens to apply for permits to carry concealed weapons. In Vermont and Alaska, adult citizens may carry such weapons as a basic right; Vermont even extends this right to people who are not residents of the state.

Of the states that require permits, 39 are shall-issue states. This means that the officials who issue permits may not deny a permit to a citizen on a whim. As long as the person applying meets the official qualifications to carry a concealed weapon, the permit must be issued. Other states are may-issue states, meaning officials may deny a permit if that particular official feels the person applying should not have the permit for any reason. Maryland is a sometimes-issue state, meaning it will issue permits in some circumstances, but this is rare. Hawaii is a never-issue state. It is not against state law in Hawaii to issue permits, but officials throughout the state have agreed never to do so.
